POWER DEVELOPMENT CELL ENERGY DEPARTMENT

BACKGROUND

In pursuance to the Power Generation Policy 2002, wherein, development of Power Generation Projects (all types) upto 50 MWs was the responsibility of the provinces, (now capacity of 50 MWs has been relaxed) and under section 7(4) of the Regulation of Generation, Transmission and Distribution of Electric Power Act 1997, the Provincial Government is also empowered to construct Power Houses, Grid Stations and lay Transmission Lines within the Province.

Under the Directives of the then Chief Secretary, Sindh, PC-I namely “Creation of Power Development Cell at Karachi”, was prepared with an estimated cost of Rs. 28.943 million and got approved from DDWP during financial year 2004-2005, but was initiated during year 2008-09 due to various constraints.

TARGETS ASSIGNED UNDER PC-I

To identify / prepare comprehensive power generation schemes on indigenous and renewable resources including hydel, wind and coal based power plants and laying transmission and distribution network system especially in backward areas of the province and for the projects such as scarp tube-wells, lift pumps etc.

To work out existing potential against such sources of energy with most economical mode of utilization.

To determine and specify year wise productive and physical targets for utilization of indigenous and renewable power resources.

To provide “One Window Facility” to the Investors in the Private Power Sector in the Province and to interact with all other Stake Holders, Departments / Organizations, related with establishment of Power Generation Projects (all types).

TARGETS ASSIGNED UNDER PC-I

To liaise with the concerned local and international agencies for facilitating and expediting the power development projects in the Public as well as Private Sector in the Province in accordance with the Power Policy.

To assist Private Sector investors for obtaining consents and licenses from various agencies of the local Governments, the Provincial Governments and the Government of Pakistan.

To assist the Regulatory Authority (NEPRA), in determining and approving the tariff for new Power Projects.

To provide support and to formulate, renew and update policies and procedures relating to new Power Projects and allied investments, with prior approval of the Provincial Government.

To device strategy for creating employment opportunities in the Power Sector.

OFFICE LOCATION & STAFF POSITION

The office of the Cell was established within the premises of defunct Irrigation & Power Department, located at Baloch Colony, Adjacent to City School P.A.F Chapter, Karachi.

Now, Cell is housed in Barrack No. 8-A, Sindh Secretariat No. 4-A, Court Road, Karachi.

Staff of the Cell was appointed on contract basis during the years 2009-10 & 2010-11 to run the affairs.

ACHIEVEMENTS

On the recommendation of Power Development Cell, PDWP in its meeting, dated: 30-08-2012, decided that, this scheme should be taken on non-development side from the next financial year. Accordingly, PC-IV would be submitted for winding up the Scheme during current financial year. The services of the Contract Staff appointed for the Cell, has already been regularized by the Sindh Assembly through a Bill.

Under the umbrella of Cell, two Gas Fired Power Projects each one of 50 MWs have been initiated at Jhimpir Road, Near Sindh Nooriabad Industrial Trading Estate, District Jamshoro, by establishing companies namely “Sindh Nooriabad Power Company & Sindh Nooriabad Power Company Phase-II” in PPP Mode with the assistance of PPP Unit Finance Department, GoS. M/s Technomen Kenetics Pvt. Ltd., has been declared successful bidder for these two projects and will hold 51% of shares in each company whereas, 49% of share would be with Sindh Government.

Small Hydropower Project on RoR, at Rd-15, Rohri Canal, Near Sukkur Barrage, Sukkur has been initiated in PPP Mode, with the assistance of PPP Unit Finance Department, GoS. EOI was invited and 07 firms participated, whereas, 06 were declared qualified. Now, RFP has been issued to qualified bidders for submission to this department in the 1st week of July, 2013.

Feasibility Study for Hydro Power Potential in Sindh on RoR has been awarded to M/s Ernst & Young Consortium, through competitive bidding process with funding from PPP Unit, Finance Department, GoS, and would be completed by the end of this Financial Year. Site Selection Analysis Report has been prepared and on its basis said firm is leading the department for pilot power projects initiated at RD-15, Rohri Canal.

Development of Sindh Power Policy was awarded to M/s MEConsult Pvt. Ltd., through competitive bidding process and would be completed by the end of current financial year. Draft Sindh Power Policy has been submitted by the Consultant  whereas, its finalization is in process.

FUTURE PLANS

The Power Development Cell would be taken on non-development side and titled as permanent Directorate of Power Development in Sindh at Karachi.

More Power Development Projects (all types) particularly hydropower projects being cheapest source of power generation would be initiated in PPP Mode, with the assistance of PPP Unit, Finance Department.

On completion of the Feasibility Study on RoR, during current financial year, the approved scheme namely “Feasibility Study for identification & establishment of small & Mini Power Generation Units on various Perennial Canals, Lakes and Falls in Sindh” amounting to Rs. 49.00 (M), would be initiated by revising its PC-II to complete the remaining objects / tasks.

On availability of Sindh Power Policy, the Private Sector would be encouraged to invest in Power Sector Projects (all types), to overcome the energy crisis and to create path for the betterment of the Province in respect of creating employment opportunities.

Energy Conservation activity within Province has been got included with estimated Cost of Rs. 55.00 (M), in the current year’s PSDP, and is pending for resolving the dispute between Energy & Alternate Energy Departments, GoS, over duplication of Rules of Business.

Automation of Electric Inspectorates in Sindh, through ADP Scheme amounting to Rs. 90.00 (M), has been got included during current year’s PSDP, but was not initiated due to the establishment of Regional Offices of newly created two Electric Inspectorates at Larkana & Mirpurkhas.

Research Study for Development of Power Sector Projects (Generation, Transmission & Utilization of Electric Power within Province), has been proposed in the next year’s ADP with  an estimated cost of Rs. 45.00 (M).

Development of Policy, Regulatory Framework and devicing procedure to resolve technical matters relating to Oil & Gas Sector has also been proposed in next year’s ADP with an estimated cost of Rs. 80.00 (M) for Oil & Gas Wing of Energy Department
