DUTIES AND FUCTIONS FOR ENFORCEMENT OF
PROVISIONS OF:-
Electricity Act-1910.
Electricity Rules-1937.
Sindh Licensing Rules/ Conditions-1982 framed under Rule-48 of Electricity Rules-1937.
Cinematographic Rules 1982.
Sindh Establishment and Powers of office of Inspection Order-2004 framed under Section-38 of the Regulation of Generation, Transmission and Distribution of Electric Power Act-1997.
Sindh Finance Act-1964 ( Section 13 of Electricity duty)
Electricity Duty Rules-1964.
FUNCTIONS OF THE ELECTRIC INSPECTORATE
The main functions of Electric Inspectorates are to implement the Electricity Act 1910 and Electricity Rules 1937. The major responsibilities of the Electric Inspectorate are:-
To conduct initial and periodical Inspections of Electrical Installations under Rule-5 (I) of Electricity Rules 1937, framed under Section 37 of Electricity Act 1910.
To collect Electricity Duty from Licensee as well as from Non-Licensee under Finance Act 1964 and Electricity Duty Rules 1964 made there under
Electric Inspector is also Secretary Licensing Board of his Region. The Secretary Licensing Board conducts the meeting of the Board to issue new Licenses for Electrical Contractors, exemptions of Supervisor examination.
To conduct the examination for competency certificates of wireman and Electrical Supervisor.
Arbitration:- Electric Inspector is also working as an arbitrator to settle disputes in between consumer and Licensees
CLASSIFICATION OF DUTIES & FUNCTIONS
Inspections of Electrical Installations/ Equipment of Public & Private Sector.
i. –
ii. Periodical/ Annual.
Collection of Electricity Duty from:-
i. Licensee (KESC)
ii. Non Licensees (Private Sector).
Deciding Electricity billing / other related disputes.
Conducting Electrical Supervisor & Wireman Examinations.
Issuance of Electrical Contractor Licenses.
Enquire into Fatal & Non-Fatal accidents occurring due to Electric Hazards/ Shocks.
INSPECTIONS
The Periodical Inspections are Suspended vide letter No. SOPP-9/1-72 dated 13.8.2003 for the Purpose of Streamlining the Work which yet has not been done.
The situation is causing Revenue loss of Government on which Audit paras are also raised by Audit Department.
The Fire incidents in the City due to Short Circuits.
Serious threat to safety issue from Electricity Hazards.
The Revenue realized under this Head for the year 2012-2013 July 2012 to March 2013 ( Current year).

ARBITRATION
This office also dispense its duties of arbitration to settle disputes in between the consumers and Licensees under Section 26 & Section 24 of Electricity Act 1910.And section 38 of Nepra act 1997 The progress in year 2013 in above matter is as under.

SUGGESTION
The Periodical Inspections needs to be allowed in order to avoid the further revenue loss and as these Inspections are mandatory and for the purpose of safety of Public Life and property.
