Inspectorate of Coal Mines

INTRODUCTION TO THE DEPARTMENT

The Inspectorate of Coal Mines, an attached department of Energy Department, was established and functional after the enactment of Sindh Coal Act – 2012 during the year 2014.

 

Under Section – 3(1) of Sindh Coal Act – 2012, the Inspectorate of Coal Mines Sindh is mandated the below domain:

 

“That there shall be an Inspectorate of Coal Mines as an attached department of Coal & Energy Development Department responsible for the implementation and enforcement of Coal Mines safety, Rescue and Recovery Operations, conducting Mine Environment Sample, testing, monitoring the health and welfare of Coal Mines workers, and the provisions of training and testing for its staff.”

 

Afterward, The Sindh Coal Mines Rules – 2016 (Part-I) was framed under Section – 20 of Sindh Coal Act -2012 for the purpose of giving effect to the provisions of Sindh Coal Act. The Said Rules was approved by Government on 1st August, 2016 and Notified in gazette on 3rd November, 2016.

 

The Inspectorate of Coal Mines Sindh discharges its coal related activities under the provisions of Sindh Coal Act – 2012 read with Sindh Coal Mines Rules – 2016 (Part-I).

DUTIES AND FUNCTIONS

Conduct inspections of coal mines in order to ensure the safety at the coal mines and workers working therein in accordance with the provisions of Sindh Coal Act – 2012 read with Sindh Coal Mines Rules – 2016 (Part-I).

Issue citations when violations and hazards are identified.

Lodge prosecutions against defaulters of law and ensure the legislative accountabilities are delivered with professional integrity and independence.

Prohibit the coal mining practices in case of finding any imminent dangerous condition(s) at the coal mines which may create a cause for occupational injury or death of workers and other mines staff working therein.

Conduct enquiries of accidents.

Registration of coal mines. 

Conduct coal mines related Competency Examinations of different categories.

Record keeping of production of coal as received vide monthly and annual basis from Coal Companies.

Issuance and Renew the Mine Managers Permits.

Investigate overall mining activities and ambient environment of coal mines.

Identify potential hazardous conditions which led to compromise the safety and health of coal mine workers.

ADP SCHEMES OF INSPECTORATE OF COAL MINES SINDH

DEVELOPMENT SCHEMES OF INSPECTORATE OF COAL MINES

In the year 2014, Inspectorate of Mines was bifurcated in to Inspectorate of Coal Mines and Inspectorate of Metalliferous Mines (Other Than Coal), afterward, four (04) development Schemes related to coal mining were transferred to Inspectorate of Coal Mines during 2017.

 

One development scheme namely “Mine Ware House, Lakhra”, was transferred with 100% completed status, for which proposal for converting the said scheme from development to Non – development was submitted to the concern quarters.

 

Rest, three development schemes, wherein 100% Capital Component and some portion of Revenue Component have been utilized and completed by Mines & Mineral Development Department prior to transfer in this department, however remaining Revenue component is yet to be completed.

 

This department intends to complete those three schemes as per its approved mandate which is not possible without revise & re-Revise of PC-I.

 

In this regard, revised PC-I of all three development schemes were submitted by Administrative Department to Planning & Development Board during March-2021, from where it is advised to complete the schemes from available allocation of current financial year.

 

Now, this department is awaited the report of Monitoring and Evaluation Cell (MEC), Planning & Development Board then the further action in the matter will be taken accordingly.
