Electricity Monitoring and Reconciliation Cell was established in 2006-07, under the directives of Honorable Chief Minister Sindh to exclusively deal with the WAPDA (HESCO/SEPCO) & K-Electric dues as billions of rupees of Sindh Government were involved.

Electricity Monitoring & Reconciliation Cell is headed by a Director on WAPDA (HESCO/ SEPCO) and K-Electric affairs and staffed by 01 Consultant (Special Grade), 01 Deputy Secretary (BS-18), 07 Field Officers (BS-18), 01 MIS Incharge (BS-18), 01 Programmer (BS-17), 04 District Supervisors(BS-17), 03 Section officers (BS-17), 10 Assistant Field Officers (BS-16), 09 Field Supervisors (BS-11) and allied supporting staff.

ISSUES RESOLVED BY EM&RC:

 

HOW THE BILLING/ PAYMENT ISSUES ARE BEING TACKLED 

Electricity Monitoring Cell, Energy Department, since its inception/establishment has been striving to contain the exaggerated electricity billing made to Government of Sindh by DISCOs (HESCO/SEPCO) & K-Electric to its legitimate bounds and to resolve all the allied issues.

 

ACHEIVEMENT:

 

SETTLEMENT OF DISPUTE-OUTSTANDING DUES OF DISCOs (HESCO & SEPCO)

Total billing of HESCO & SEPCO for the year July 2010 to July 2016 was Rs. 128.478 billion after reconciliation among HESCO, SEPCO and GoS. The Government of Sindh had to pay Rs.78.298 billion and Rs.50.18 billion were withdrawnwhich was direct saving for Govt. of Sindh exchequer. GoS had already paid Rs. 50.90 billion to HESCO & SEPCO remaining amount Rs.27.398 billion was also paid by GoS to HESCO & SEPCO.

 

The issue being complex in nature it was not that easy to resolve all of them at one go. Hence, these issues were taken up at a number of high level forums such as Government Adjuster, Government of Pakistan, Federal Minister Water & Power besides, Provincial Level. Hence, painstaking efforts of EM&RC and support of high ups, the backlog of outstanding dues upto July, 2016 were finally settled in the meeting between Honourable Chief Minister Sindh and the Federal Minister Water & Power, Govt. of Pakistan and the Ministry of Water & Power, Islamabad on 30th August 2016 and follow up meeting on 1st September 2016 and approved by Board of Directors of HESCO & SEPCO, the Provincial Cabinet Sindh dated 19.09.2016 and Economic Coordination Committee (ECC), Government of Pakistan dated 25.11.2016.

 

FUTURE PLAN

EM&RC, Energy Department is striving hard and as per agreement 50% cost Rs.170.382 million for installation of AMR/AMI meters has been paid by GoS to HESCO and meters are being installed which will be completed soon. SEPCO has to start installation of AMR/AMI meters.
